The third and final webinar in the series gave a brief introduction to the Family Hubs and Beyond (FHAB) framework, outlining the continuing process of test, review and update and presenting a draft of its fourth iteration which incorporates feedback from those using the FHAB framework in practice and recent national policy changes and updates, including:

Final Local Outcomes Framework published in February 2026
Updated Children’s Social Care Framework and Dashboard (published in March 2026)
Latest draft Best Start Family Hubs/Healthy Babies guidance

Further case studies were presented that demonstrated how the FHAB had supported places to join the dots, offering a coherent spine that connects policy, partnership, delivery and data, re-focusing on outcomes and shifting from fragmented service planning towards a whole system, outcomes-led approach

The second webinar in the series gave a quick introduction/reminder of the Family Hubs shared outcomes framework developed with 12 London boroughs, before focusing on its supporting tools, including the ‘super-spreadsheet’ pulling together the disparate outcomes frameworks and performance metrics in use across the system (Public Health Outcomes Framework, Families First/Children’s Social Care Dashboard, Local Government Outcomes Framework, Start for Life and Family Hubs data requirements).

The webinar shared case studies showing how local authorities had used the shared outcomes framework and data to identify priorities and shape their local strategies, while highlighting remaining data gaps.

The first in a series of three webinars organised by the LGA/National Centre for Family Hubs, this webinar shared how 12 London boroughs co-designed a common outcomes approach for babies, children and young people. The session outlines the co-design process, starting with a review of existing strategies and policies and how the Common Outcomes Framework was used to pull together our holistic, shared approach with a key focus on outcomes for babies, children and young people and their parents and carers, as well as the service and system level aspects required to maximise collective impact.

It introduced the framework and supporting resources, presented case studies of its use in local needs assessments and strategy development, and explored how other areas could apply it to their Best Start in Life plans and wider reform and transformation across children services and partnerships.
